you will find a lot of decoys like that
still shodan is the best option to search for scada even with a lot of decoys
Those which aren't decoys, scan their net range or ASN blocks and you may start to find not publicly listed SCADA devices

It is a bit harder to tell but usually machines you find while scanning for them will less likely be honeypots, while machines open to be found on shodan,censys, etc maybe a honeypot

it's to hard to know this days , you need a lot of time and mistakes to understand the way they working
