A good VPS to handle the operations, Suggest routing the machine through whonix or proxies (or just use mullvad) From there connect to the vps and run all your attacks and do everything through this "attack vps"
All that is needed is a solid server paid for with fake (but real) email and XMR connecting from Whonix. Then just start your spray and prays.
