If you have access to carrier panel
Usually provider by insider
You can do it
Is not that hard to find if you know where to look. Or if you dont want to pay couple of k to people who have their insiders, try infecting or bribing or blackmailing or tricking them yourself.
But that is as long as they use the sim from that carier.



Other solution is if you have insider in some spec service
For this I can not give you advices
