Домен Как потушить чужой домен?

You have to have obvious reasons, that something is broken/fraud in that domain, so that you can complain, if it is not possible.

Possible prohibited content, phishing, spamming, ... whatever

try to send emails to different entities, do whois, lookup, check the DNS in case it is camouflaged with cloudflare but they forgot some record like MX that points to some server or hosting.

Normally it is easier for them to cancel the hosting, than a domain
The domain to suspend it has to be through ICANN and it usually takes longer than a hosting provider

try to make yourself credible, a good email with a domain that "has authority", some name like a law firm and speak well in your text about your complaint for X cause, if you do it well you will notice the results quickly

Все зависит от разных показателей домена
Например срок жизни домена,сам регистратор,контент на адресе.

Можно занести сайт в агс.
Выбить из поисковой выдачи.
Можно занести в спам

А так вариант блокировать на уровне регистратора,но для этого нужны весомые аргументы.

In general, you can make action to reduce its reliability, such as:
1. Black hat SEO on the domain.
2. Putting malware (you need access to the host) such as phishing land pages.
3. Putting mining apps (you need access to the host)
4. After some or all of the above has been implemented just refer the domain to black lists checkers (DNSBL)

Well, according to my experience, it depends on the domain's and host's reputation and how many complaints exist on a specific matter.
I have seen domains that contained real phishing apps that they have been blocked in 24 hours but other took months...

And of course depends on the current hosting providers' EULA - end-user license agreement.

Well, good question.
DDos targeting servers and (usually) domains that point (via DNS) to this servers.
If there is no a HOT (or even a worm or cold) DR (with automatic adjustement on TTLs and DNS redirection) on the target server you can make a temporary break down to the server and consequently to its domain too.
