you would need specific receiving phone's IMEI/IMSI number to decrypt any sms as they are encrypted. you would also need to create your own GSM network and force them onto it it or log the data on the correct frequency it is being transmitted on using a HackRF or other software defined radio and then decrypt it using the IMSI/IMEI and any other data used to salt the encryption. it is not as simple like in the movies.

Never heard of sim swaps? As you said interception itself is hard to accomplish without some sort of access to SS7 etc, but sim swapping is really easy in some countries so I imagine it's what OP is doing.
