I have a picture with an ultra blurred pictures that I cant clarify. I dont know if there are tools or apps like the police uses for clarify credit cards numbers or whatever.

you can search for image "upscaling", there may be some tutorial or online tool you can try
It would be nice if you share a small part of the image so people here can try to do this and share the info when trying.

You can probably let an AI scan it and try to guess the number based on the shape and characteristics, the result will probably have some errors/variation not present in the original.
Here is a very nice article on this thing called Motion Deblur Filter is already implemented in OpenCV. You can give it a try, even that those examples are in C++ you can use python bindings too, there is a lot of usage examples in internet.
Edit: maybe in your case Out of Focus Deblur Filter will peform better, but its worth to try both.
