I had heard of a device some time ago that emits a certain frequency (a few hertz greater than the common phone service/internet amount I would think). Certain phones will see this frequency and automatically try to connect to the device emitting it, thinking its a device that provides better service.
I forget exactly what they are called, but i'm guessing this would route network traffic through your device. Not necessarily "controlling", but it may be helpful for you.
