Can't Get Reverse Shell from Shell

I used a exploit to get shell on VMware server and I tried all types of command. bash python etc.

I'm sure it's not a honeypot, it's server from a very big bank for a country.

Is possible that outbound traffic is filtered. Can you upload a web shell and pivot from that?

I have webshell but I cant load beacon with wget or curl and no reverse shell works.
