It really has a lot to do with what type they are as well as what info is included. But there are a wide variety of things you can use them for. Open drop accounts. Apply for credit cards/ store credit lines. Loans, it's got everything to do with the details

That's something you pretty much will learn with trial and error. For every decline there is a reason that caused it.

Determine those reasons and eliminate them from being a possibility.

Depends on what you're wishing to do but fullz are typically used to open bank drops or lines of credit which can be used to make a quick turn around.
I had some fullz a few months ago, I Opened a line of credit went to a place in the US. Hung around for a month just avoiding the outdoors and making sure my deliveries were paid with a gift card I picked up using cash 3-5 states away. This allowed me to avoid law enforcement & Prying eyes I always got food and other things around the later hours of the day to avoid being seen by anyone walking by or stepping outside. Using the fullz I opened a debit card in the person's name and deposited some funds and used the debit card to buy Xbox One(s), PCs and ETC than later would hop in a car went far away and resold the parts/full devices cheap at second hand shops as it was easier to avoid problems if far enough away

To give a TL;DR Pretty much fullz are best used to open lines of credit or get things for cheaper & Resell them I think I got Xbox ones for $35 and resold for $250 or so don't remember because it was a quick grab
