No it is not fake but it is a terrible service imo.
It's not fake. Twitter anounced their onion website "but" at the same time if you are trying to login to Twitter with Tor Browser they will ask phone number for verification. Or if you want to register to Twitter you will register "successfully" but when you logon your account they will ask phone number for verification "again". If you connect with VPN then Twitter will not ask phone number for verification. If you use Tor proxy on your browser Twitter will ask phone number "again". Sorry about this but there is no privacy in there.
Twitter's tor service is useless really other than bypassing state censorship, it still requires a phone number to sign up
