If it's illegal than it's no use... You could try fast flux but that requires a botnet to do. You'd have to find a tld that's outside of western control or doesn't evade your privacy.
GoDaddy is well known for abuse but ICAAN will be able to do anything it wants.

Depending on what you're hosting move to the Tor Network or get a blockchain domain

Hmmm, Fast flux it than there's people who offer loads. Just learn how to do so, 1000 installs = $100 or so. I Used to buy loads on hackforums got to a point I ran 25k to 250k bots but some went offline through the day and I just let it go and become detected and never cared about it long enough to get into fast flux
