Create multiple gmail accounts with same phone number

I tried to create some fake gmail accounts but it does not allow it to use the same phone number anymore, is there any way to turn this around?
I tried to permanent delete some accounts that i no longer can use it but still can't use the same phone number.

Use a temporary number to register @gmail mail. There are a lot of services on the Internet that give a temporary number.
