Phishing via attach file (.HTM File) - Offline Phishing

Hello,
I have received one phishing mail with type of phishing, its an (.htm) file, and when victim open it show the scam page, but in offline mode!
I tried do it via iframe or jquery via div.load but not works. If anyone can help for do a phis like this
