I have a USD denominated visa card that I wanna load from another USD visa card.
I've searched for visa direct services that will work irrespective of the card's issuing bank, but I haven't been able to find any.

If the VISA card you want to load receives money within the SWIFT circuit you can try to transfer the funds via Transferwise by paying with the other card you have.
