Do not send money upfront.
EVen if they will say "we will install everything on your server" and only after that you will send money. It could be buggy, nonworking peace of crap.
Especially if you dealing with people from Turkey. They have everything on words, but when it comes to work thru escrow with all terms discussed upfront - they just disappear.
