Do browsers (iexplorer,firefox,chrome) can detect if a page is a phishing page?

hello,
I would like to know if web browsers can automatically detect if it is a phishing page or if it mainly depends on bot, crawlers and the url reporting on phistank etc.
I would also like to know if the cloaker can be effective in avoiding detection.
please if anyone can help on this subject i would be really grateful

Chrome browser Has Some features like phishing protection , Safe Browsing

firefox has it too, i think most of them but we are looking for way to avoid those detection
