Best OS and setup/tooling for a C&C server

Noob to this forum but experienced with infosec. I plan to try put my knowledge to some use and create infra for exploiting OSX / Windows hosts using rubber ducky and also malicious xls documents. I am going to need Empire and some other tools but wanted to see if any experienced folks in here have any other recommendations for setting up a CnC server infrastructure and what to use, maybe save me some headaches.
