Let's suppose that I want to send a .key file to a contact through jabber or telegram, and that I want to install a Ransomware in his machine as soon as he tries to import it. What could be the best option to do it? The malware must to work in Windows and Tails. Thanks in advance for your advice.

What is a .key file format? If it is not executable you would need to have some RCE vulnerability in the software that he will use to open a .key file that works in both Windows and Linux. Buying a 0-day like that would require you a lot of money. Then you would need to have some malware that works on Windows and Linux. Which will cost you some money too.
