потому, что иос закрытая система, каждый аппликейшн имеет доступ только к своей папке и нескольким другим. Соответственно, ратник работать полноценно не сможет без джейлбрейка. А джейленых телефонов в общей массе оччень мало.

sure it can, you have almost full access to device when jailbroken. but there are some restrictions, f.e. you can't start gui app from lockscreen, also you need to make your rat battery efficient, cuz jailbroken iPhones with couple of tweaks are losing their battery life faster
There were exploits in the past and jailbreaks also make the OS vulnerable. iOS malware does exist, but its generally very rare since the OS structure itself makes it hard to do useful operations without using some fancy workarounds. Making it possible for the average user to download the malware is already a challenge.

It's such an "exotic" stuff so odds you'll get scammed are very high, use escrow for your deals and do research before buying =)
