I think some of them get used by people to refund cards, cancel the refund and repeat the process. Only works for a small number of card bins, they immediately credit the amount to the card, even though the transfer is not yet completed and coould be cancelled. By canceling the refund, the fraud remains undetected for longer, as the merchant isn't missing any money. However, the card issuer will inquire about the announced refund after 1-2 weeks, which will expose the whole thing.
