Процесс полностью не инициализован, я же написал вопрос

указатель на Ldr в пебе пустой, список модулей (мап нтдлл и хрома) нахожу через VirtualQueryEx

В целом уже все сам придумал, просто стоило отдохнуть, а не сидеть до талого
