Do ransomwares typically use a web app control panel, GUI, or CLI for ease of use?
I am not sure I completely understand what you are asking, can you please clarify? The malware itself is more often than not a CLI app which takes a build-specific password to run.

From my research and things I have heard, the Blackcat/ALPHV locker was simply a CLI tool. But you should take this information with a grain of salt because I cannot confirm this myself.
