I am not sure I completely understand what you are asking, can you please clarify? The malware itself is more often than not a CLI app which takes a build-specific password to run.

From my research and things I have heard, the Blackcat/ALPHV locker was simply a CLI tool. But you should take this information with a grain of salt because I cannot confirm this myself.

web panel is used by APT runs ransomeware to get in tocuh and chat with the targets , for the ransomeware it self mostly used is GUI or just an Empty Gui with no window and they leave text or change screen for the target
