OVPN configs normally use datacenter hosting which are legitimately leased or sub-leased. Then exit-node connection is shared with other users. Residential connections have less bandwidth (SOHO), and obtained through methods gray or black unless false info filed with IANA Registrar (ARIN for USA). Proxyguys sells Res VPN, and it shouldn't be hard to find other so long as you're paying to rent a SIM (essentially). Otherwise it would be more reasonable to setup yourself going from SSH > Sock > SoftEtherVPN. The allure would be to have same benefit of proxy but control of the MTU and encrypted network traff
