Well, if you want arbitration, gotta be prepared to provide all proofs of scam. As like screenshots of you messages, opened package pic etc. From my POV it is always better to use escrow in deals mate, to nevilate such situations so you won't be leftover with no funds and no items.

I made the transaction through the guarantor, in fact the guarantor took 4% of the transaction, if in theory the seller does not provide confirmation that the medicines I ordered were shipped, were packed, the guarantor who takes 4% of the transaction for his services should believe me and return the money?

It all depends on the conditions of the deal you described. If you released the money from the escrow after confirming you received the package, then I believe that the decision wouldn't be on your side. Every detail in the deal is important so I dunno what was in your case. Would better leave this to those who can see the full scene and make conclusions out of that.
