Digital Ocean blocks your account if you try to scan ips. And I'm 99% sure that amazon will block you as well.DigitalOcean or AWS might be good choice.

BEARHOST has servers for mass scanning. Servers are in Russia, safer than in other countries.

judging by the amount of shit that was coming from Digital Ocean to my servers, they do not care about scans and bruteforcing, so I have blocked all their subnets.
they host more scanners and bruters than Linode, Vultr and other popular hostings.
regarding AWS I get mostly spam from them, port scans and bruteforcing attempts are rare. so you might try AWS for port scans
also note that many other people block scan-friendly hosters too, so you will get less results if you run a scan from a "bulletproof" hoster than if you would run a scan from a usual white hoster.
