Paypal FnF payment problem, please help!

Hello,

I have some stealth PayPal account and when I am trying to send payment from one of them to others as a 'friends and family' from my PayPal balance, I am getting this error, please refer to attachment. But when i am trying to send as a 'goods and service', I am not getting any error it is going smoothly.

But why i am getting this error when I am trying to send as a 'friends and family'. Can anyone please help me out to know the reason so that i can fix it and can send payment easily as 'friends and family'.

1 ) - My PayPal account is verified
2) - Card linked to it
3) - Mobile number verified
4) - Freshly made account but 1 month old with no transaction history.

I will be appreciated if someone help me to understand this issue because whenever i tried to call paypal they say that there is some suspicious activity with your account so internal security system is holding this payment back. They told me to wait 24 to 48 hours and sometime 72 hours and then retry. I did that too but still same error i am getting.

you need to send money to a well-leveled PayPal account

they need to be downloaded separately and it takes a long time; it’s easier to find ready-made ones or find a partner who will cash you out

Thanks for your reply but when i was trying to send payment to some of my other fresh new account. Paypal are allowing me to send their but not some of them so i don't think this will be a reason..

I appreciate your reply and i guess i should give it a shot to buy aged Paypal account. But that levelup paypal account. I have a doubt on it..
