Create a webmail service similar to Proton! (cost)

I was wondering what budget (approximately) is needed to create/design a webmail provider similar to proton mail, I don't ask to be advanced as proton mail but have most of the features, protection and encryption..etc

Assume the webmail is completely free, no payments, no fee..etc

If you try hard, you can keep it to $50k.
This is the bare minimum, I think.
This is the current price for creating a full-fledged white-label service for sending and receiving email,
on the scale of a serious project.
