No, just look at the case of my old friend Sébastien Raoult. France is an open bar for US extradition procedures.

From what I see online, your friend was extradited from Morocco (correct me if i am wrong...). It also says he faces a maximum of 116 years in federal prison!!? For cybercrimes... this is absolutely ridiculous. These extradition which is clearly kidnapping from the Yankees must stop. The cyber criminals should face justice in their own countries.
