how can i do that without rooting the device ?
Make custom ROM
you have to understand how android works! And the fact that without root rights you will not be able to change some of the IDs of your system. You will not be able to change the phone number that is supposedly in your phone. And there's a lot more you can't do without root rights.
Therefore, I still advise you to figure out how to get root rights to your phone
