The repository says "Equipped with an extensive database of hacking techniques, tools, and strategies", I did not tested their prompt but I bet its a GPT with some context context pre inserted including lots of CTF things and public "hacking" things like datasheets of oneliners etc, looking at their code https://github.com/Hacker-GPT/HackerGPT/blob/main/services/useApiService.ts n/services/useApiService.ts you can see that in fact HackerGPT is gpt-3.5-turbo-instruct from openAI.
