I understood clearly. try to realize what I wrote before. you can use any bin just you need properly prepare you system and work flow. the final decision will made not only from the current bin you used. More of all it's a lot of side triggers that will prevent your fraud hit. proxy score/using time frame/account usability flow in previous etc..
